Human Capacity Development

Introduction:

The Human Capacity Development Program in Higher Education (HCDP) is an ambitious program that aims to develop human capacities in Kurdistan Region in the field of higher education. An annual KRG budget of one hundred and twenty billion dinars (US$100 million) is allocated to the scheme. It provides a fair opportunity for thousands of distinguished young men and women to continue their education in internationally renowned universities.

In accordance with the needs of the Kurdistan Region, every year a significant number of applicants will be granted scholarships to study for doctoral and master's degrees in leading international universities in North America, Europe, Australia, Asia, and neighboring countries. This program helps equip them with the most advanced scientific and technological knowledge, creating a scientifically skilled generation that contributes to building a greater economy and a bright future for Kurdistan Region. Awarding scholarships in this program will be based solely on scientific capability and according to personal choice.

Goals:

The HCDP aims at:

1.Train a highly skilled young generation in various fields of science and technology without whom Kurdistan cannot progress.
2.Build and develop human resources capable of leading the restructuring process of the system of Higher Education and Scientific Research. This restructured system will be designed to meet current needs of the Kurdistan Region.
3.Meet the needs of the Region’s free market economy for trained, specialised and highly qualified leaders and modernisers in all sectors of the Region’s economy;
4.Benefit from the experiences and expertise of technologically developed and advanced nations to help in the process of knowledge transfer;
5.Promote excellence in scientific research within the Kurdish universities and technical institutes through linking with the leading international universities which the Ministry has identified; As in the case of similar programs in other developing countries, the
HCDP will be a significant step towards establishing a Kurdish scientific community that contributes to human knowledge.Training of highly skilled young generation in various fields of science and technology without whom Kurdistan cannot develop and progress.

Promoting excellence in scientific research in Kurdish universities and technical institutes through linkage with the leading international universities.

As in the case of similar programs in other developing countries, the HCDP will be a significant milestone towards establishing a Kurdish scientific community that contributes to human knowledge.

Implementation Boards:

To facilitate the implementation of this program, two boards have been established.

The Supreme Board:

This supreme board is chaired by the KRG Prime Minister and has the Deputy Prime Minister, the Minister of Higher Education, Minister of Planning, and a number of prominent academics and scientific experts. The Supreme Board is the highest decision making committee that sets the program-related policies, oversees the strategic planning, and approves mechanisms for the program implementation.

The Administrative Board:

The Administrative Board is the executive committee that oversees the full implementation of the program (application processing, selection and sending of students, and monitoring students’ progress throughout their studies). The Administrative Board consults with government departments/agencies, universities and employers and reports/makes recommendations to the Supreme Board on the required specialities and other aspects of program implementation, including appealing procedures. The Board is chaired by the Minister of HESR and its membership includes advisors from the Prime Minister’s Office, MHESR advisors, and presidents or representatives of universities, The Board has a number of subcommittees and units.

Target Countries:

Students are sent to internationally approved universities of the following countries known for their advanced scientific standard:

    * Canada
    * Britain
    * France
    * Germany
    * Spain
    * Scandinavian countries
    * Australia
    * Turkey
    * Japan
    * Iran
    * Malaysia
    * India
    * China
    * Korea
    * Egypt

Determination of Scholarship Subject Specialties:

The Supreme Board, in consultation with all government agencies, universities, private sector and organizations of civil society, determines the subject area specialties needed by the universities and the job market in Kurdistan Region.

Needs of New Universities:

Within the scholarship schemes, special considerations will be made to meet the academic requirements of the new universities (in particular the universities of Halabja, Soran, Garmian, Rania and Zakho) and appropriate number of scholarships will be allocated to them accordingly. Moreover, the scientific and economic needs of all geographic areas of Kurdistan Region will be considered, in addition to a certain number of scholarships will be allocated for sons and daughters of martyrs.

Duration of Study:

The duration of a scholarship program depends on the field of specialty, the institution and the country. However, the below durations will apply in general:

Master's studies: 1-2 year(s).
Doctorate programs 3-5 years.

Awarding Priority Scheme:

Possession of an unconditional offer letter from an HCDP recognized institution in the designated list of countries.

Language knowledge test. Proficiency in English language is to be based on TOFFEL or PASSWORD or IELTS tests. For other languages, comparable considerations will be given to specific nature of country and language.

Passing a scientific test/interview.
Average rating at previous degree.
